Politically interesting official letter from EDWARD J. SPARKS, Second Secretary of the American Legation in Haiti to Leon Laleau, Secretary for Foreign Affairs in Port au Prince. Sparks refers to Laleau's note of the previous June granting permission for American aircraft to fly over and, "when necessary", land on Haitian soil. He further advises details of three upcoming flights of Marine fighter and bomber aircraft intending to land, refuel and briefly stay in Haiti while en route to Guantanamo and elsewhere, certainly while in the process of interdicting German submarines. Also present is a retained copy of Sparks' "aide memoire" urging Haiti to ban German submarine calls at Haitian ports. Dockets, very good. Despite its crucial position in the Caribbean, Haiti played a very minor part in the war but did cooperate with the Americans who had put the country's autocratic president Lescot in office.
