T.L.S., 1p. 4to., Washington, D.C., Feb. 4, 1928, to California congressman Henry E. Barbour. Wainwright provides Barbour some statistics on the number of Reserve officers who have received active duty training, as of the 1927 fiscal year. He signs at the conclusion in blue ink. Shows original mailing folds and slight toning to the top edge, else very good.
