Description:

LUCIUS B. NORTHROP (1811 - 1894) Commissary-General of the C.S.A., responsible for the logistics and supply chain that transported food, clothing, and forage to the Southern armies, particularly the Army of Northern Virginia. Northrop was also responsible for supplying prison camps, such as Andersonville. Scarce, lengthy fine content signed endorsement, 2pp. 3" x 8", [Richmond], Mar. 12, 1864 to C.S.A. President Jefferson Davis. In small part: "...Lt. Gen. [Leonidas] Polk does not comprehend the system of obtaining supplies...The evils complained of by him do not attach to this system...The present system contemplates a [?] cooperation between the purchasing agents of the Bureau & officers attached to the Armies in the field...Under the plan proposed by Gen. Polk, the agents & officers of an army in a country whose resources are expended must invade the territory of others...[causing] competition of the purchasers in the same interest...generals sending out agents to purchase for their commands in sections of the country not occupied by their armies has much to do with the present state of prices in the country...Under the plan of Gen. Polk, the army of one Dept. might fare more plentifully, but that of many others must starve...To make any Military Dept self sustaining is in the opinion of this Bureau impossible..."
